XVI. No negro or other slave shall be imported or brought into this State either by land or water on or before the first of January, 1793, under the penalty of forfeiting every such slave or slaves to any person who will sue or inform for the same; and under further penalty of paying £100 to the use of the State for every such negro or slave so imported or brought in: Provided, That nothing in this prohibition contained shall extend to such slaves as are now the property of citizens of the United States, and at the time of passing this act shall be within the limits of the said United States,
XVII. All former instalment laws, and an ordinance imposing a penalty on persons importing negroes into this State, passed the 28th day of March 1787, are hereby repealed.
